Panama Rations Transits, and Equipment Follows

A canal that rations capacity does not simply move fewer ships. It moves less weight per ship, on a schedule nobody controls, and the equipment on board is displaced along with the cargo. The Panama Canal Authority has done both this month, and the effect reaches container positioning long before it reaches freight rates.

What was announced, and when

Two customer advisories, A-28-2026 and A-29-2026, issued on 20 August. Daily transits fell from 36 to 34 on 3 September, then to 32 on 15 September — the reduction taken almost entirely from the Panamax locks, which went from 26 slots to 23. Neopanamax draft dropped to 14.63 metres, about 48 feet, on 2 September, with a further cut to 14.48 metres scheduled for 1 October.

The cause is water. The locks are fed by Gatún Lake, and every transit spends a fixed volume of it. When rainfall does not replace what the locks consume, the only lever is fewer transits and lighter ships.

A draft restriction is a weight restriction

The slot count gets the headlines; the draft cut is what changes the cargo plan. A vessel restricted to 14.48 metres loads less, and what comes off is decided by the operator, not by the shipper. Heavy boxes are the first to be left behind, and a loaded 40-foot unit is heavy.

Two consequences follow, and they pull in opposite directions. Fewer transits mean some strings reroute entirely, which lengthens rotations. Lighter loading means the ships that do transit carry proportionally more empties and light cargo, because that is what fits within the weight the draft allows.

Where the equipment ends up

Equipment does not disappear when a route tightens; it accumulates somewhere. A string that reroutes around the Cape adds weeks to its rotation, and every unit on it is unavailable for that time — the same mechanism a longer rotation imposes on any fleet, independent of which chokepoint caused it.

The accumulation is asymmetric. US Gulf and East Coast ports that draw Asian cargo through Panama see arrivals thin out and stretch; the same ports keep receiving returns from inland, so empties build in yards that were already tight. West Coast ports absorb the diverted volume and run the opposite way. On the Pacific side of the canal, boxes wait for a slot rather than for a buyer.

What it means if you are sourcing now

Three things change in practice.

Lead times on anything crossing the canal become a range, not a date. A transit booking is a queue position, and the queue is shorter than the demand for it.

The cheapest unit and the available unit stop being the same unit. Sourcing by price alone, in a restricted period, produces a box that is correctly priced in a port it cannot leave on schedule.

And the inland position matters more than usual. A unit already on the right side of the canal for its destination is worth more than its condition grade suggests, because it does not need a slot.

What outlasts the restriction

Rainfall will return, the slots will come back, and the figures in this note will be wrong. The mechanism will not. A canal is a rationing device with a water budget, and every time the budget tightens, equipment redistributes in the same direction: away from the constrained crossing, into the yards on either side of it, and onto longer rotations that take units out of circulation.

The practical response is the same each time. Know which side of the constraint your equipment sits on, and treat a transit assumption as a variable rather than a given.
