Structurally sound, watertight, valid CSC plate. Eligible for ocean export, intermodal rail and SOC one-way leasing. The grade exporters and freight forwarders buy.

Wind & Watertight (WWT)

Weatherproof and dry, but typically without a valid CSC plate. Restricted to over-the-road moves and on-site storage. Costs $400–$1,200 less per unit than CW.

What's the real difference between Cargo Worthy and Wind & Water Tight?
The boundary between CW and WWT is a single regulatory line, and that line is the CSC plate. Cargo Worthy (CW) means the container has been inspected against the CSC (Convention for Safe Containers) standard and certified fit for at least one more international sea voyage, it carries a valid CSC plate with a future re-inspection date, and a carrier will accept it on a vessel. Wind & Water Tight (WWT) means exactly what the name says: the container is sealed against weather, no rain getting in, no light visible from inside with the doors closed, but it has not been CSC-inspected, or the CSC has expired, or the container has known structural issues that disqualify it from maritime certification. WWT is fully fit for purpose on land; it is not legally usable for international shipping. Visually, the two grades can look similar, both are watertight, both have working doors. The difference lives on the plate, not in the paint.
Can I ship cargo internationally with a WWT container?
No. International maritime shipping requires a valid CSC plate, and a WWT container by definition either has none or has an expired one. Loading a WWT for international export will get the container refused at the gate-in of the origin terminal, terminals check CSC validity as part of acceptance, and even if it slipped through somehow, no compliant carrier would load an uncertified container. The cargo would be stuck before it ever moved. Two narrow exceptions where a non-CW container can still move internationally: (a) under ACEP (Approved Continuous Examination Programme), where the owner runs a recognised ongoing inspection programme that substitutes for the periodic CSC inspection, and (b) on flat-rack or specialised non-CSC equipment for break-bulk projects, which is a different category entirely. For a standard dry container on a standard container vessel, the rule is simple: no valid CSC, no international shipment. WWT belongs on land.
When is WWT the right choice over CW?
WWT is the right choice, and often the smart choice, whenever the container will never go back to sea. Five common cases. (1) Static on-site storage: tools, equipment, archives, seasonal stock, the box stays put, doesn't need to ship, doesn't need certification. (2) Workshop or shipping office on a yard: door cuts, ventilation, electrics, at this point you're modifying the container anyway, the CSC plate has no future value. (3) Modular building and conversion projects: housing, café, pop-up, agricultural shelter, once cut and welded, the unit is no longer a shipping container in any meaningful sense, so paying for CW certification was wasted spend. (4) Long-term on-site assets at remote operations: mining camp, construction site, farm, the container becomes part of the infrastructure for years or decades, well into the 40+ year on-land lifespan that retired containers comfortably reach. (5) Site offices and rental fleets where the equipment is stationed, not shipped. In all these cases, paying the CW premium for a certification you'll never use is the textbook over-specification we warn against, the cost difference goes into your pocket or into a better-prepared site.
How is the CSC inspection actually done, and how often?
CSC inspections follow one of two regimes. Periodic Examination Scheme (PES): the default. The container must be inspected within 5 years of manufacture, then re-inspected at least every 30 months thereafter, and a label on the CSC plate shows the next inspection due date. The inspection covers structural integrity (frame, corner castings, cross-members), the floor, doors, locking gear, and weather-tightness, performed by an approved inspector at a depot or by a recognised survey company. A unit that passes gets its plate updated; a unit that fails either gets repaired and re-inspected, or is downgraded out of CW status. Approved Continuous Examination Programme (ACEP): an alternative where a fleet owner runs an ongoing condition-monitoring programme approved by their national authority, instead of fixed-interval inspections, the ACEP number appears on the CSC plate in place of the next inspection date. For the buyer of a single container, PES is what you'll see in practice; for a buyer building a leased fleet, ACEP is worth knowing about. The practical rule when buying: check that the next inspection date on the plate is far enough in the future to cover your intended shipping use, or budget the re-inspection (typically 20 to 100 USD depending on the country and the depot) into your purchase.

Use case by use case. International maritime shipping: CW yes (with valid CSC), WWT no. Domestic road or rail transport of non-hazardous cargo: CW yes, WWT often yes, but some jurisdictions require CSC even domestically, check local rules. One-way SOC export: CW yes, WWT no. Static storage on a customer site: CW works but is over-spec, WWT is the right grade. Workshop, archive, tool storage on a yard: CW over-spec, WWT yes. Modular building or housing conversion: CW over-spec, WWT yes, you'll cut and modify the container anyway. Container office or rental site cabin: CW over-spec, WWT yes. Agricultural or remote-site shelter: CW over-spec, WWT yes. Cold chain or reefer use: neither grade is suitable, reefer is different equipment entirely. The pattern is clear: CW is mandatory only when the container will enter the maritime supply chain. Below that line, WWT does the same job at lower cost. Buying CW for a static on-site storage role is paying for a regulatory layer you'll never invoke, the single most common over-spec mistake we see.
